If a shipper elects to submit a dispute over the originally billing involving the applicability or reasonableness of the rate charges to the Surface Transportation Board for resolution, the Shipper must contest the billing by mailing or faxing a protest to the carrier within 180 days of the date it or its agent receives the original billing from the carrier.
